Building Re-insulation
Re-insulation can place severe demands on heat cost allocators. Changes to a property, such as re-insulation, can all of a sudden make the meters unsuitable.
When meters become unsuitable
Suppose that a building is re-insulated and thereby have its heat loss reduced considerably. Now the building may be heated at a significantly lower radiator temperature. Some heat cost allocators start at a fixed temperature, and they may have problems if the radiator's start temperature is lower than the meter's. In other words, the radiator can be switched on without any consumption recorded. How does the meters work in your building? It appears for instance from the building's control manual.
